On July 22, 2025, the Maltese Government introduced significant amendments to the Malta Permanent Residence Programme (MPRP) through Legal Notice 146 of 25, as detailed in Circular No RMA 72 – 2025. These updates, effective for applications submitted on or after January 1, 2025, aim to enhance flexibility, reduce costs for families, and streamline the application process. This article outlines the key changes, focusing on their benefits for applicants interested in applying for Maltese residency.

Temporary One-Year Residence Permit

A cornerstone of the 2025 updates is the introduction of a renewable Temporary One-Year Residence Permit, designed to make the MPRP more accessible:

  • Immediate Residency: Issued after standard background checks, this permit allows the applicant and his family the right to relocate to Malta while your permanent residency application is processed.
  • Path to Permanency: Upon meeting programme requirements and receiving the Letter of Approval in Principle, the temporary permit converts to a Permanent Residency Certificate. If your application is denied, the permit is revoked within 15 days of notification.

This permit enables the applicant and his family to settle in Malta sooner, accessing its Mediterranean lifestyle during the application process.

Simplified Financial Framework: Cost Clarity for Families

The MPRP’s financial structure has been revised to enhance affordability and transparency, particularly for families:

  • Main Applicant Contribution: A fixed contribution of €37,000 applies, whether you choose to purchase or rent a qualifying property, simplifying financial planning.
  • Administration Fee: Set at €60,000, payable in two stages:
  • Dependant Fees: €7,500 per adult child (excluding the spouse and minor children) 
  • Dependant Eligibility: Parents and grandparents qualify as dependants only if they are not in full-time employment, ensuring the programme supports multi-generational families.

The donation to charity of €2,000 remain unchanged, and these fees apply to applications submitted on or after January 1.

Property Rental Flexibility

New guidelines now provide greater flexibility for managing qualifying properties, enhancing the programme’s investment value:

  • Leasing Opportunities: If you purchase a qualifying property, you can lease it to third parties during periods when you are temporarily abroad, subject to guidelines issued by the Residency Malta Agency. This allows your family to generate rental income to offset costs.

The 2025 MPRP updates are tailored to meet the needs of families seeking residency in Malta and visa free travel in the Schengen Area (for 90 days within a 180 day period). The temporary permit allows applicants to relocate early, providing access to Malta’s high-quality schools and relocation opportunities. The simplified fee structure, with waivers for spouses, minor children, and disabled adult children, makes it more affordable to include multiple family members. The fixed €37,000 contribution and flexible property rental options further enhance the programme’s value, allowing you to balance residency with financial returns.
